China Rules Have Slowed International Adoptions

In May 2007, China instituted new rules for foreign adoptions.  Subsequently, international adoptions from China have dropped significantly.

The rules include that a single woman may adopt a child but only a special needs child; and a single woman must sign an affidavit that she is not a homosexual.
